Tienes o tenias mods instalados? Si es asi, es por que algun mod dejo un archivo por ahi que no es compatible con la nueva version. Esto es un problema conocido desde el nuevo parche. Por este foro hay un hilo de como solucionarlo, creo que tienes que desacctivar los mods, y luego borrar la carpeta de hearts of iron 4 que esta en "mis documentos".
